I don't understand what is the point of this. if you put the notification list
in the middle or bottom, you won't see a thing when the widget is collapsed
(Android 4.2 lockscreen) and if you use WidgetLocker you can put the
notification list wherever you want.

If the Widget for example is the entire length of the screen it looks nicer if
the Notification is displayed in the middle of the Widget instead of at the top
leaving the rest of the screen blank.

But when the list grow as notifications arrives, it will look weird.
Do you know any other widget who behave like this?
There is also a technical issue - widget layout cannot be changed on runtime,
so I'll have to keep 3 different layouts and switch between them.
I'm sorry - but I'm having difficult understanding this behavior. I can mark
this issue as "Future" but I don't think I'll ever get to it.

MissedIt does it as described.

That's how MissedIt does it if you select it to be centered.

I personally don't like this option, but I'll mark it as Future.

Fair enough I just think the option would be nice as to me for my uses it looks
significantly better when center-justified (height-wise).
Here's a Screenshot showing the difference:
