Preference to toggle generating Java user implementation shells #1

Add an option on the preferences pane (as a checkbox?) to allow the user to turn user implementation file generation on or off. While the generation is nice for new projects, we don't want to override people's work (so the option should be off, initially), and the files can basically be generated by the users IDE when they extend the component's superclass.
