Rate ride push notifications keep going #16

Even if a user already rated a ride, a push notification is still triggered. This happen due to other remaining travellers don't rate the ride yet.

Also, manage to send push notitications only to trips with confirmed reservations. In other words, only to those travellers that confirm the arrival, as well as the driver if she has travellers without a rate.
