Last Save/Load Paths problems (esp. Brush)

It's bugged me forever...the system that keep tracks of paths for last used 
(save/load) directories is a mess.

For instance, Brush-save never remembers its last used dir (always in "/bin" 
for some reason), BUT it's instead assigned to Picture-handling so that gets 
screwed up too.

Please clean this up...

Mostly fixed in r1926: There are now 3 distinct sets of "current directory + 
preferred filename" for the Fileselector : one for main image, one for spare 
page, one for the brush. For each of the three, when you Save/Load, the same 
directory will be proposed if you Load/Save.
There is still an ongoing problem with the format filter (all (common image 
extensions), *.*, GIF, BMP etc.) : The fieleselector for Load/Save Brush 
doesn't have its own distinct value, it shares the setting for the image 
currently being edited. It's annoying when you are editing an image in a format 
and a brush in another.

Since r2002, the Brush selector has a separate format filter setting, no longer 
interacts with the filter for Load/Save image.
