Allow Reminder plugin appears in settings even if it is not installed

What steps will reproduce the problem?
1. Download the latest repository.
2. Do not activate the Allow Reminder Function Plugin in the plugin preferences.
3. Install POSIT on a phone and check POSIT's settings.

What is the expected output? What do you see instead?
The Allow Reminder function plugin appears in settings regardless of whether or 
not it is installed. It should only appear if it is installed in plugin 
preferences.

I have re-designed function plug-in's preference architecture so that its 
preference is now independent of core POSIT's preferences. This means that when 
a function plug-in is turned inactive, its preference will NOT appear in the 
"Setting" UI.

The fix is included in the patch attached.
