Language for icons on opening Menu bar is reset to English when device is shut-off #335

What steps will reproduce the problem?
1. On the home screen, open the menu bar
2. Choose Settings
3. Change "Locale" to Francaise
4. Exit POSIT and power - off device
5. Power-on device and start POSIT
6. On the home screen, open the menu bar

What is the expected output? What do you see instead?

Expected - menu bar displays icons in French
Actual - menu bar displays icons in English

This also happens when you launch (or debug) the app from Eclipse. Menu buttons 
are in English but the "powered_by_hfoss" label is in French. There's no need 
to reboot the device.
