Update the marketplace plugin to allow different plugin versions upload #190

Describe the aim of the proposed feature?
Change the publish mechanism to the marketplace, to allow submiting several 
version of the plugins to match different versions of the core.
The marketplace provider must be also change to filter the correct downloads 
depending of the core version running

Describe how you would implement this feature
The drupal marketplace plugin content has several slots at this moment for 
files. The drupal rest api should be used to upload to the right tag.

How much you feel this feature will be useful for the project?
