Initiate service monitoring on more reliable host(s) #111

Automated monitoring of the Delphi/PAHMA instance is currently taking place
using Nagios, running on Aron's workstation.  To help insulate the
monitoring service from any crashes or other downtime on that workstation,
this monitoring should ideally be moved to one or more server machines.

Michael may be able to offer a host or hosts on which this monitoring can
take place, including two Mac OS X Server hosts in the campus Data Center.  

(Aron's note: While this will work well, running a monitoring service there
would not detect outages resulting from lack of connectivity from outside
the Data Center, such as past router and load balancer issues.  This may
not be a huge impediment to running the monitoring there, however.)

This is a follow-on to Issue 104.
