Blue tongue should report news to registered users, and only show intro for new/unreg users. #164

We need to have a place for news to keep the site a little fresher. The
blue tongue is just noise for experienced users, and we should re-use this
real-estate for that. Need a simple form to enter news. May need to support
a "more" link or something if we have lots.
