Nominate a featured set via set sharing #185

• Describe the new feature:

Make it easier for a user to nominate one of their existing sets as a
featured set, by giving them an opportunity to share the set with the PAHMA
Delphi feedback email address.

(This was an idea that Michael and/or Patrick came up with during the PAHMA
Delphi status call of 2009-07-07.) 

• Is this a new page, or a change to an existing page (if so, which
page)?

Change to existing page(s), possibly including:
/modules/sets/api_sendShareSet.php
/themes/pahma/scripts/viewset.js

• What is the expected user input?

• What should be displayed, and how?

• What information should be maintained in the DB?

• Is this a change to the indexing application?

• What data should be processed?

• How should it be processed?

• What are the desired/expected results?
