Need friendlier message when all user Sets are deleted #193

• What steps will reproduce the problem?
1. Log in as a registered user.
2. Click "My sets". 
3. Delete each of your sets.

• What is the expected output?

A message acknowledging that you have no current sets.
A link and/or instructions that help guide the user through the task of
creating new sets.

• What do you see instead?

When a user deletes their last set, at
http://pahma-qa.berkeley.edu/delphi/modules/sets/mysets.php, the following
message is displayed:

Error

You don't have any sets!

• Please use labels and text to provide additional information.
