Need to make tags usable #88

The tagging functionality is a bit of a joke right now. Users can add tags,
but they cannot search on them, they cannot see the tags they have used,
etc. etc. 

Should probably model something like the MySets functionality for personal
vocabulary, and show a simple tag cloud or just a list, for searching.
Could then add a Tags item to the main nav bar, and make this have tags for
everyone (and have a link to MyTags for that refinement). Should then
reconsider the Sets page to show more than just the featured sets (link to
MySets, indicate featured sets, and allow means of browser all sets that
are public. Later will have to have a means of sorting by interest, by
author, by date modified, by text in annotations (title, notes)).
