Support for include rules #69

I'm working on modular application where each module should be able to
write custom rewrite rule. I'm using spring framework and something like
<import resource="classpath*:rewrite/*.xml"/> can be usefull.

Proposal to increase the load configuration files to customize functionality, 
or load the configuration file of the code are separate, so that developers can 
customize the loaded configuration file.

My job is similar with the reporter,so I needs some different configuration 
files to match different module.Then I change source code by myself.When will 
support "include" attribute or how can I provide my code to this project.
