sap_ha_pacemaker_cluster: GCP VIP reworked, Health check names updated

Changes

• GCP socat resource added to VIP resources
• GCP IPaddr2 resource fixed to use correct agent instead of Health check agent
• Additional resource cleanup for ASCS/ERS
• Updated names for health check resources

Tested

• ASCS/ERS cluster on GCP and AWS
• HANA HA cluster on GCP and AWS
