neutron-ha-tool depends on paramiko

for neutron-ha-tool's ha mode, we don't do any ssh, however this is still a requirement.

either:

• fix packaging
• make the dependency dynamic, so it's not required for it's regular run

This is fixed in the non-PTF packages, see https://build.opensuse.org/request/show/450101 and https://build.opensuse.org/request/show/450103

I'd prefer to be safe and always have the dependency.

I'd prefer to do both. There is still a chance we upstream the changes to this script, in which case we only want to require paramiko when it's actually needed.
