Add log_line_prefix parameter for postgresql.conf in json and schema file for databse barclamp.

One thing that came to my mind: In my tests crowbar did not send a SIGHUB to postgresql after re-uploading the cookbook and committing the proposal. But this is of course needed after changing a configuration file. This feature should either beadded to crowbar or we have to keep in mind to do it manually.
