Step : Create Forms for Invoice Approval Process here, unable to open step 1 - Create new approval form step 2 - Create approval notification form and step 3 - Create rejection notification form so, when we click on Expand button or click on hyperlink, nothing happens.

Yes this may happen sometimes. You need to clear your cache and open the tutorial again.
