What:

Update dependencies on go.mod
change go version to 1.21
note: sigs.k8s.io/controller-runtime was not updated to latest version due to sigs.k8s.io/controller-runtime/pkg/envtest/printer being deprecated as of version 1.14.0

Why: Protecode security vulnerabilities
