[Doop][Panel] Add sticky positioning to filter/search bar and description info box #395

In the violations details view we want the filter/search bar and the description info box to always stay stuck at the top of the panel. In case the violations list contains multiple description boxes then the bottom one should replace the top one when scrolling further down.
