[juno] prop values in package.json can't be overwritten with values from secretProps.json

I can't reproduce it. I have created

[x] locally a test1 application and added secretProps to change the theme and works
[x] locally a test2 application with flag external and added secretProps to change the theme and works
[x] workspace a test1 application and added secretProps to change the theme and works
[x] workspace a test2 application with flag external and added secretProps to change the theme and works
