Configure the sapcc/juno repository to mirror the setup and structure of cloudoperators/juno for consistency and easier maintenance. This includes aligning configurations, dependencies, and development workflows between the two repositories.

[ ] copy the config package from cloudoperators/juno and apply to packages in sapcc/juno
[ ] set up husky
[ ] set up checks workflow
