Remove limes resources from the provider #106

Limes quotas were replaced with long-term resource commitments

I'm going to remove quota resources. If necessary, we can develop new commitments resources later.

I think this is fine as-is. If there is customer demand for read-only resources, let's hope that this comes up after we are done with the v2 API. :)
