Dependabot will automatically open new PRs when new major versions are available

because they are pinned to major versions the frequency of updates is very, very low.

Let's not get into the argument of what is very low ;-) I don't see any reason to update these dependency more often then maybe once a year. And any extra open source work is the work I don't want to do...

:-) Monthly is the least frequent setting anyway...

I thought opening this PR would be a better strategy than opening a PR to update actions/checkout@v2 to actions/checkout@v3. I think that one updates about once a year. https://github.com/actions/checkout/releases
