Add new PyGS package #4

The PyGS package was recently added to PyHC but has not been considered for this environment. See if it'll play nicely with the others; it should, its dependencies are sparse (seems the only new one would be ai.cdas?).

I suggest adding it to pyhc-packages-requirements.txt, if it can be pip installed.
