Drag and Drop to import image files not working #471

1. Drag a PNG or JPG into the main drawing page
2. The stop sign appears indicating that it doesn't allow the drag and drop 
import.
3. It works with copy and paste, but not drag and drop.

I was using 1.3.4 on Chinese Windows 7, the same steps work in English Windows 
7.
