Cannot install collections under Windows 8 (64-bits) #487

What steps will reproduce the problem?
1. Download Pencil-1.3.5-1.win32.installer.exe and install to default location.
2. Run Pencil (as administrator) and choose Tools Menu -> Install New 
Collections.
3. Choose Android-4.0-Stencils.zip or AndroidSketching-1.0.zip .

What is the expected output? What do you see instead?
There was no any message shown, nor any new collection added.

What version of the product are you using? On what operating system?
Product: Pencil-1.3.5-1.win32
OS: Windows 8 Enterprise (64-bit)
