Adding functionality to PicasaQuery.CreatePicasaUri to make single photo selection possbile #222

At this moment it isn't possible to create an Uri to select a single photo
from PicasaWeb with PicasaQuery.CreatePicasaQuery (or another method on
PicasaQuery).

It would make the code somewhat more cleaner when we don't have any string
constants or variables in the code with hard-coded Uris in it.
