This may not directly address the request in the issue. But in case it helps, there is a License section in the README: https://github.com/sarabander/sicp-pdf#license.

I would not recommend using the REUSE tool. It allows for both human- and machine readable, detailed licensing of all parts of the projects, and with its linter (and an optional README badge), allows to check if all is specified well.
