Refactor index-specgram script fairly dramatically

• A single py file usable as script or as module
• Auto-chunk if a single WAV file is supplied
• Command-line args to choose input/output, to disable recalculation
• Use spectral power not magnitude (more meaningful stat)
• Other tweaks
