Auto Generate Release Notes #11

Is your feature request related to a problem? Please describe. Another maintenance task. Unlike #10 which is geared towards developers knowing what low level changes happened. This one is geared towards user facing changes so the average user knows what changes happened between releases without much hassle on the maintainers side.

Describe the solution you'd like This is one I have to research a bit more. I forgot the means to do this but I know it's possible and seemed rather useful.

You can assign this one to me

i don't think release notes need to be automatically generated. i can handle writing them manually and picking out the important ones.
