GNU lightning is meant to make it easier to write a dynarec targeting a variety of host CPU architectures. One of the projects that make use of GNU lightning is lightrec, which has been integrated in a couple of PlayStation emulators. PCem is available for x86 and ARM, so I was thinking that this project might be useful for you. Just a thought.
