IGAPP-52: Navigation / Language Layer transparent overlapping

There are two issues:

• If open the language menu, the selection appears transparently at the navigation bar. (happens for Safari 11 and below)
• On iOS (iPad/iPhone) the language menu does not show all languages (see in Augsburg, Italian, Romanian are missing)

<~michael.markl> Please provide it on 'webnext' for testing Mac OS Safari either. 

IE11 seems to be ok on Win 10 locally  ;)

• This issue still exists on MacOs Safari 11 and down, Version 12+ is ok.
• On iOS 13, if we have more than one row with the language select layer, the second row is invisible (tested with Augsburg, counterexample: Android 9)
• As new: the first entry of main navigation, i.e. "Locale Information", is cut off
  • additionally, the behaviour of wiping should be reviewed, the element sings back
