IGAPP-917: Create Stylelint config for standard css files

As a dev has to override some library styles with custom stylesheets, the stylelint configuration has to be adjusted to lint css-file correctly

TODO

• Remove stylintignore file
• Add plugin extension for css in stylelint
• Ensure that css file will be linted successfully (BottomActionSheet)
