I don't believe this feature was tested by the people on the forum who said smokescreen worked correctly in ksp 1.3. The KM_PreLaunchEffect_SmkS partmodule as well as the regular launch effect and post launch effect all cause the game to crash on load on any parts that have them.
I can confirm this by loading up ksp 1.3 using a 100% working part and config from ksp 1.2.2 using version 2.7.4 in both. In ksp 1.2.2 it works fine and in 1.3 it will crash on load for that part.
