The tests for sardana currently assume a minimum previous setup:
-Tango, PyTango, Taurus and sardana have been installed -There is a working Tango DB and a TangoTest DS -A pool and a macroserver are running -You have launched the sardemo macro
...or in other words, that your system is the state that you would get after following the instructions from: http://sourceforge.net/p/sardana/wiki/Howto-Sardana-on-Debian7/
Ideally this should be automatically set-up, but at least the tests should be able to detect if everything is ready (and skip if not).
