Review: Change block handling strategies #52

This patchset changes the strategies how blocks are handled in several ways:

aggressively synchronize the timeout timings of packets.
drop unused blocks by age, prefer the younger one.
when searching for free leases select the oldest block with free ones.

I would like to merge the spare leases PR first and see how it turns out in practice.
