Overall UI layout pass

Needs a lot of css and other layout love.

• [ ] lock footer to bottom, add in footer content (referenced in #xx)
• [ ] properly center main content div to put core content where it should be at all times
• [ ] properly scale index tables in various browser sizes
• [ ] make the menu look a bit less hacked together
• [ ] create/implement a pretty header
• [ ] needs a more formal, pleasant looking landing page
• [ ] Possibly add Material Icons or similar to clean things up some and remove excess text?
