add quick tiles for selecting time in 'Pick a Date' popup

Add quick tiles(shortcut buttons) for selecting a time from a set of provided time-of-day. It is to be implemented similarly to the 'Today' and 'Tomorrow' tiles as shown in the image below.

The timestamps to be included are 9 A.M. - 12 A.M. - 3 P.M. - 6 P.M.

Guidelines for UI changes:

• Below the LinearLayour that contains 'Today' and 'Tomorrow', add a horizontal line. For reference, check out the horizontal line on the homepage. The line shouldn't touch the edge of the popup but should keep a margin. Use the same spacing dimensions as the one on the Homepage.
• The new LinearLayout for the time tiles should be added below this horizontal line.
