Document Datastore #299

Similar to the user and study datastore, create a document datastore which allows the Coordinator to create key value pairs and associate them with the document's irb_documents.xlsx reference file code and its file id. These datastore pairs will be used to store specific metadata for an uploaded file, if needed, and retrieved later for display and/or in reports.
