Validation should be informed by the top level workflow so that cases where the Configurator is preventing a workflow from being accessed, e.g., no Department Chair and/or Principal Investigator defined in PB does will cause the Personnel workflow menu item to be disabled. But the validator will throw an error if you attempt to validate that workflow without the Department Chair and/or Principal Investigator in the PB Mock Study.
Currently, if a workflow is in a disable state, the reason can be found in the Top Level Workflow DMN table associated with that workflow, it useful.
