Clicking the Start over link presents a dialog button that give the user the option to click the Clear previously entered information checkbox, which if you click then enables the Remove Documents checkbox. With the document refactor Dan did, have the Remove Documents checkbox is not needed anymore and we should remove it and always remove documents when the Clear previously entered information checkbox is selected.
