Start over clears repeating sections #530

Clicking the Start over button without selecting the Clear previously entered data checkbox removes all data from the repeating section. In the RSC/HIRE workflow, data was entered in the X-ray repeating section...

...and saved.

but was was gone, after clicking the Start over button without selecting the Clear previously entered data checkbox:

The data in the repeating section(s) should only be removed if the Clear previously entered data checkbox is checked.
