Currently hovering over the workflow state icon in the Study Dashboard shows the workflow status message set in the Top Level workflow.
Work on this ticket is to allow for a separate message which describes meaning of the workflow state icon, while maintaining the current status message if the user hovers over the workflow name.
Other options to consider instead of or in addition to the above are:
Pop up key of the different state icons
Add additional rules to the TLW DMN tables to include the state in the current hover message
