Running Sandbox Workflows Should Not Start Study #706

I was checking over the beta studies and ran a Admin Sandbox workflow, which appeared to move the study from Not Started to In Progress.

Admin Sandbox workflows should have no impact on Study Status or Study Progress status, unless the workflow directly changes either.
