Characterize the permissions system #753

We've had a bunch of tickets recently around permissions/locking/displaying. It is somewhat nuanced and highly interwoven Study, workflow, and task Current user, "view as" user In progress, complete, open, on hold Etc.

Build a coherent picture, that makes sense from code and user perspectives
