Need an option to promote Data stores to other environments

1. make sure we commit process group json changes (Done-PR #1115)
2. let's figure out what process models specifically are preventing us from promoting from dev.app => test.app and test.app to prod.mod. (1 DD research)
3. let's work on being able to spin up environments on demand for purposes such as making a process model change in isolation, and working on it until it is done (like we do PRs with code) (In process, 5-10 DD)

At the moment BPMN authors don't have a way to promote the Data stores they create in dev.app to other environments.

This has a dependancy on the whole deployment process which needs to be designed together with @mrtrosen.
