dev.mod - some timers have not triggered #1529

Noticed that the timers have not triggered in some instances in few days. e.g. This is a sample model I use https://dev.mod.spiff.status.im/i/36089

Noticed this in most of the pp1/pp2/pp3 instances

Boundary cycle timer 1 hour - It seems these 2 have stopped after 72 hours https://dev.mod.spiff.status.im/i/36003 https://dev.mod.spiff.status.im/i/36004

it's possible that this is resolved by https://github.com/sartography/spiff-arena/pull/1513. i'm not sure how likely, but definitely possible.
