Error message - pop-up #1577

User's feedback - "When I wanted to submit the report, I cliked on the "Next" button and nothing happened. Because of the Performence issues I was bit perplexed what is going on. In the end I discovered that there were some form validation errors, but you can't see any error message at the end of the form! The message is at the beginning of the form. When you have around 30 items, then you don't really "see on the beginning". Either move the screen to the error message, or have error message at the "Next" button call site."

We should consider throwing all errors in a popup.

@lgriessen this is one of the things that we need to solve for in the new design. Right now error messages are not obvious to the user.
