TimeTracking Reaper #682

One approach to using the Time tracking app is to leave process instances open instead of closing them. This allows the user to be able to go back and edit them if needed instead of deleting the closed process instance and re-entering the entry. One concern with this approach is once a client has been billed the process instances that billing was based on should not be updated. The work in this ticket is to determine if the current reaper can be updated so it can be used to close all open process instances within a prescribed time frame. A discussion about whether this feature is needed may be needed as well.

Yes, I think we should spend time updating the reaper.
