Basic PEP 517 support #44

Let’s split the thing into two parts. This one is hopefully more straightforward? (But does not help with apache-airflow.)

OK pep517 is really broken, I can’t even lock myself. Giving up on this for now until maybe I can find some time to get it into a reasonable shape.
